I have the honour to acquaint Your Excellency

that I have received a telegram from the ai-Chiao Pu,

Wanking, pro osing the establishment of Vice-Consulates

at Liverpool, Bomba, anu Hongkong and instructing me to

approach His Britannic Kajesty's Government with the

proposals and the request for their favourable consideration.

I shall be much obliged if Your Excellency would

be ao good as to ascertain from the competent authorities

whether the proposed arrangements meet with their a proval

anu favour me with a reply in due course.
